PROPOSALS FOR ANNUAL FIELD GOVERNOR MEETING - February 24, 2013
The following proposals will be discussed and voted on at the annual General
Membership/Field Governor meeting to be held February 24, 2013 at The Riverhouse
in Bend, OR. I urge you to please read them carefully. No proposals were
submitted for the annual Hunt Program meeting. According to the Oregon Bow
Hunter organization By-Laws, every OBH chartered club should have a Field
Governor and a Hunt Program Committee officer to represent their Club at the
annual meetings to discuss and vote on any proposals presented. The Club
President can attend and vote in their place if necessary. Each OBH chartered
club has one vote at each meeting per proposal, and that vote can be sent with
the person attending the meeting. Each OBH member has one vote, so if only one
person is attending from any one OBH chartered club, and representing that club,
that person could possibly have two (2) votes per proposal.
An emergency proposal can be submitted at either of the annual meetings by
Title only. The membership present at the meeting votes to hear (75% of members
present) or not to hear the entire proposal from the Title given. If the
proposal is heard in it's entirety and a motion is made, then the proposal can
be discussed and voted upon by the membership present. This works the same for
both the Field Governor's meeting and the Hunt Program Committee meeting. There
may or may not be emergency proposals to submit at either of the meetings.
PLEASE attend both of these meetings to show your support for OBH. The annual
Field Governor meeting also doubles as the Annual Membership Meeting. Thank you
for your time and see you at the Events Weekend/State Indoor shoot the weekend
of February 22-24, 2013.
FG Proposal #1-
Constitutional Amendment - Update Article VI of the Oregon Bow Hunters, Inc
Constitution; Fiscal Year

Whereas, Oregon Bow Hunters (OBH) Constitution Article VI subject is the OBH
fiscal year; and
Whereas, That fiscal year, as stated is; May 1st to April 30th every year; and
Whereas, The OBH Bylaws Article XIX subject is the OBH fiscal year; and
Whereas, That fiscal year, as stated is; January 1st through December 31st every
year; and
Whereas, The current Constitution and current Bylaws conflict with regards to
the stated OBH fiscal year; and
Whereas, The current Constitution was never amended to align with the addition
of the new Article XIX of the OBH Bylaws in March of 2005; and
Therefore Be It Proposed to the OBH Board of Field Governors on February 24,
2013 in Bend, OR that the following amendment to Oregon Bow Hunters Constitution
Article VI Fiscal Year be voted and approved:
Article VI (Fiscal Year)
The fiscal year of OBH shall begin on the first day of January and end on the
last day of December.
FG Proposal #2-
Technology Proposal - Amend the OBH Bylaws to be current with available internet
technology

Whereas, Oregon Bow Hunters (OBH) Bylaws were created before internet
technology that is now available; and
Whereas, That technology includes both internet and email; and
Whereas, By including these technology options into the Bylaws will allow for a
more brisk and efficient organization; and
Whereas, With a reduction in the quantity of board meetings annually that have
occurred over time; and
Whereas, With the reduction in the publications of the OBH magazine; from
monthly to bi-monthly to quarterly; and
Whereas, Incorporating the following amendments to the Bylaws will help
compensate for the reduction in meetings and magazine publications; and
Therefore Be It Proposed to the OBH Board of Field Governors on February 24,
2013 in Bend, OR that the following amendments to Oregon Bow Hunters Bylaws be
voted and approved:
Article IV. EXECUTIVE BOARD
Section 4.07 Notice of Executive Board Meetings. Written notice of any regular
or special meeting of the Executive Board shall be provided to Executive Board
members not less than five days before the date of such meeting. Such notice
shall specify the time and place of the meeting and, in the event of a special
meeting, the purpose(s) for which the meeting has been called. The notice shall
be delivered either by postal mail, email or in person at the direction of the
President, Secretary or other persons calling the meeting. If mailed, such
notice shall be deemed to be delivered when deposited in the United States mail
addressed to the Executive Board member at the Executive Board member's address
as it appears on the records of OBH, with postage thereon prepaid. If emailed,
such notice shall be deemed to be delivered when the sender has not received any
indication that the email was undeliverable to the Board members email address
as it appears on the records of OBH. An Executive Board member may waive his
personal right to notice of a meeting.
Section 4.09 Vacancies. Any vacancy in the Board shall be filled for the
unexpired portion of the term by a majority vote of the remaining Executive
Board members, at any special meeting of the Board called for such purpose or by
an email vote.
Article VIII. BOARD OF FIELD GOVERNORS
Section 8.02 Proposals submitted for the annual Field Governors meeting.
(e) All proposals must be distributed to OBH chartered clubs sixty (60) days
prior to the annual meeting and will be published in the official OBH
publication prior to the annual meeting or posted at the official OBH website
not less than 15 days prior to the meeting.
(i) If voted not an emergency, the originator shall assume all costs for the
issue to be referred to the OBH chartered clubs for a postal mail vote or a vote
by email may be substituted.
(j) Forty-five (45) days after the postal mailing or email submission of the
ballot, those ballots received shall be counted and the majority vote shall
decide the issue. The OBH secretary shall submit the results to the President
who shall thereupon declare the vote as the official action of the Executive
Board.
Section 8.03 Special Meetings. Any business requiring the action of the Board of
Field Governors other than that presented at the annual Field Governors meeting
or any other special Field Governors meeting may be transacted by mail in the
following manner.
(a) Upon petition of not less than three (3) Field Governors or upon a majority
vote of the Executive Board, any question requiring the action of the Field
Governors shall be submitted to the Field Governors by the secretary for a vote
by postal mail or by email. If the petition is not adopted by the majority of
the Board, the originator(s) shall assume all work and costs (if any) for the
issue to be mailed.
Article X. ANNUAL MEETINGS
Section 10.01 Meetings of the Members.
(c) Written notice of any regular or special meeting of the Members shall be
provided to Member's entitled to vote at such meeting; not less than seven nor
more than sixty days before the date of such meeting. Such notice shall specify
the time and place of the meeting and, in the event of a special meeting, the
purpose(s) for which the meeting has been called. The notice shall be delivered
by first-class or registered mail. Such notice shall be deemed to be delivered
when deposited in the United States mail addressed to the Member at the Member's
address as it appears on the records of OBH, with postage thereon prepaid. This
notice shall be deemed delivered when posted at the official website of OBH.
(e) With respect to the election of Executive Board members, Members may vote by
postal mail or email on such terms and in such form as may be designated by the
President and Secretary of OBH consistent with law.
Section 10.02 Meetings of the Board of Field Governors & Hunting Program
Committee.
(d) At all other times, an action of the Executive Board, Board of Field
Governor's or the Hunting Program committee shall be decided by postal mail or
email as provided in the Constitution or By-Laws.
Article XV. MEMBER OF THE YEAR AWARDS
Section 15.02 Procedures.
(b) Nominations will open October 1st through December 31st. of that year. A
notice shall be published in October through December issues of the official OBH
publication or at the official OBH website during the same time period.
FG Proposal #3-
Update Article XIV - Hunting Contests and Game Awards of the OBH Bylaws

Whereas, Oregon Bow Hunters (OBH) Bylaws include an Article XIV pertaining to
a Hunting Contest and Game Awards program; and
Whereas, Over the years those bylaws have been updated and amended; and
Whereas, The present bylaws no longer contain or refer to rules of the program;
and
Whereas, The only rules that are now available are posted at the OBH website;
and
Whereas, The current bylaws contain some inconsistencies with the rules posted
at the website, some rules of the program are no longer being implemented and
some of the wording within the rules and current bylaws may be confusing to
contestants; and
Whereas, This proposal to amend the entire Article XIV of the OBH Bylaws will
not include any substantial changes to the existing intent of Article XIV or the
Rules; and
Whereas, The amendment only intends to "clean-up", simplify,
consolidate and organize the existing Article XIV; and
Whereas, The only significant change to the rules is the elimination of the Big
Game award patches; and
Whereas, The amended Article XIV would refer to a set of official Hunting
Contests and Game Awards Rules ("Official Rules") to be posted and
maintained at the OBH website; and
Whereas, Those "Official Rules" would be governed by OBH Article XIV
and certain portions of those "Official Rules" beginning with Section
4 may be amended by the Board of Directors as the need arises; and
Therefore Be It Proposed to the OBH Board of Field Governors on February 24,
2013 in Bend, OR that the following amendment to Oregon Bow Hunters Article XIV.
Hunting Contests and Game Awards be voted and approved:
Article XIV. HUNTING CONTESTS AND GAME AWARDS
Section 14.01 Hunting Contests
a. There shall be a "Bow Hunter of the Year" competition with winners
determined by a competitive point system and awards for three Divisions:
I. A Men's Division
ii. A Women's Division
iii. A Youth Division; defined as under 16 years of age. For purpose of
competition, a youth shall be considered the age of 15 for the entire year if
he/she is age 15 on January 1st of the New Year.
b. There shall be "Husband and Wife Bow Hunter of the Year"
competition with winners determined by a combined point system.
c. There shall be a "Trophy Contest."
Section 14.02 Game Awards
a. There shall be a "Big Game Awards" program.
b. There shall be a "Small Game Awards" program.
Section 14.03 General Contest Rules
a. There shall be a set of official OBH Hunting Contests & Game Awards Rules
governing each contest and awards program. These rules shall be posted at the
OBH website.
b. Any animal entered for OBH awards must be taken legally with a bow and arrow
in accordance with all applicable rules and regulations for the location in
which it is harvested. Some animals, especially but not limited to furbearers,
listed as eligible for hunting contest awards may require special licensing
and/or tag requirements in addition to general hunting licenses and/or tags.
Individuals submitting animals for OBH awards are solely responsible for
determining and complying with all applicable harvest rules and regulations.
c. Only animals legally taken in the state of Oregon shall be eligible for the
Bow Hunter of the Year, Husband and Wife Bow Hunter of the Year and the Trophy
Contest.
d. Entries for the Big Game Awards and Small Game Awards may be harvested in any
state, province or country provided they are taken according to the laws, rules
and regulations of the locality(ies) where they are taken.
e. To qualify for an award, a person must be an OBH member at the time of
harvesting the game.
f. The calendar year shall be the starting and ending dates of these
competitions annually.
g. Applications for all awards must be made by January 15th of the year after
the harvest.
h. The Director of Hunting Games shall be responsible for all Hunting Contests
and Game Awards, as well as the regulations concerning the awards.
FG Proposal #4-

Whereas, The Oregon Bow Hunters tournament secretary has been receiving $100
for each championship shoot that OBH offers; and
Whereas this is fair compensation for a job that requires many hours of travel
and work; and
Whereas, our By-laws have not been updated to reflect the increased financial
change from the past fee that was paid; and
Whereas, future E-Boards and the OBH membership would be unaware of this
unwritten change to our By-laws;
Therefore Be It Proposed to the OBH Board of Field Governors on February 24,
2013 in Bend, OR that Article XII, Section 12.08 which now reads "A
tournament secretary shall receive $40 for each of the Championship Tournaments
as listed." be changed to read "A tournament secretary shall receive
$100 for each of the Championship Tournaments as listed under section 12.01 (a)
(b) (c)."
FG Proposal #5-

Whereas, it was stated to a member of the NFAA Compliance Committee in
September 2012 that any proposal to make changes in the General Tournament Rules
should be submitted to the E-Board; and
Whereas, it was stated that the E-Board with a quorum could make changes to the
Tournament Rules at a regular Board meeting even though there is no language in
our (OBH) Constitution or By-laws that gives the E-Board this authority over the
membership;
Therefore Be It Proposed to the OBH membership meeting in convention on February
24, 2013 in Bend, OR that Article VIII, Section 8.02 (b) in the Bylaws which now
reads "All proposals submitted shall go to a resolutions committee of three
(3) OBH members appointed by the President for his/her term of office." Add
to the By-laws "Article VIII, Section 8.02 "All tournament rule
proposals shall be sent to annual meeting to be acted on by the entire
membership present. The Executive Board shall not have the authority to make
changes to the tournament rules at any special or regular board meeting."
FG Proposal #6-

Whereas, the Bylaws Article XII, Section 12.11 (b) still reads "Clubs
hosting a Championship Tournament shall receive $2.00 per shooter per day; and
Whereas, the general tournament rules I #5 reads "OBH shall pay the host
Club or range $5.00 per registered shooter per day for a Championship
Tournament, except for the 3-D Championship Tournament which will be by
negotiated bid; and
Whereas, the two clubs that have been bidding for and holding the State outdoor
shoot have been receiving $7 per day per shooter;
Therefore Be It Proposed to the voting OBH members meeting in Bend, OR for the
annual Field Governors meeting on February 24, 2013 that Article XII, Section
12.11 (b) in the Bylaws be removed; and
Be It Further Proposed that the General Tournament rules I #5 be changed to read
"OBH shall pay the host club or range $7.00 per registered shooter per day
for a Championship Tournament, except for the the 3-D Championship Tournament
which will be a negotiated bid."

Therefore Be It Proposed to the OBH Field Governors on February 24, 2013 in
Bend, OR that the following amendments to the Oregon Bow Hunters Bylaws be voted
and approved:
Article XI. Tournaments
Section 1. Tournament Program. The following tournaments shall be conducted bye
OBH: The OBH Executive Board shall:
(a) The Field Championship Tournament shall be held the last full weekend of
June. At their discretion set the date and finalize all details for all OBH
Tournaments. This will usually occur by the end of October the year prior to the
competition.
(b) The 3-D Championship Tournament shall be held one of the last full weekend
of July. Conduct all tournaments in a manner consistent with maintaining NFAA
Association Membership. (see NFAA Bylaws)
(c )The Indoor Championship Tournament shall be held one of the last two
weekends of February or in
March. Hold all OBH officers accountable for their role in promoting Oregon
Archery through OBH's tournament program.
(d) The Target Championship Tournament shall be held the weekend after July 4th.
Make a good faith effort to rotate the Outdoor Championship tournaments
throughout the State.
(e) The Indoor Classified Mail-In Tournament shall be held November through
March. Coordinate the Indoor Championship with the OBH Annual Meeting.
(f )Tournaments shall not conflict with NFAA or when Easter is in March. The
date may be changed. Make a good faith effort to schedule tournaments to not
conflict with religious holidays, national archery events or other inopportune
times.
(g) Conduct at a minimum a Championship Indoor, Championship Field, and
Championship 3-D tournament on most years.
(h )The OBH specific Tournament rules will be the responsibility of the OBH
Executive Board. These rules will not supercede current NFAA rules and will only
act as an informational synopsis and will be labeled as such.
Section 2. Tournament Bids.
(a) All bids for OBH Championship Tournaments will be submitted in writing no
later than October 1 of the preceding year, for assigned district bids or open
bids. The OBH Executive Board shall maintain and make available a standard form
for receiving Bids. (Appendix will include host responsibility sheet, OBH
responsibility sheet, Bid proposal form, and sample cash flow example.)
(b) The OBH Executive Board will decide on all bids at their October meeting,
with immediate notification to host clubs. All Bids will be submitted to the OBH
V.P. of Tournaments prior to October 1st the year prior to the proposed
tournament.
(c) If a bid is not received for one of the Championship Tournaments within a
reasonable time to host that tournament, then said tournament will not be held
that year only. Host Clubs will be notified timely after the determination of
the successful bid.
Section 3.-5,- Delete current in entirety
Section 3. General OBH Tournament Rules.
(a) All OBH/NFAA Championship Tournaments will be conducted consistent with NFAA
Rules found in the current NFAA Bylaws. Any variation allowed by the NFAA for
State sanctioned, non-championship NFAA sanctioned tournaments, that OBH applies
will be disseminated by the Specific Tournament rules prior to competition.
(b) Plaques or trophies of equal prestige consistent with the Oregon Bow
Hunter's State Championship will be awarded for the top three scoring
competitors in each NFAA style and division of competition. In addition, For
Youth and Cub shooters there will be metals or pins for the fourth and fifth
place finishers.
(c) All results of OBH tournaments shall be published in the official OBH
magazine. This should include a narrative and images that portray the archers,
archery and OBH in a positive manner. This information should be published at
the next reasonable opportunity.
(d) To compete for awards in any OBH Championship Tournament you must be a
member of OBH and the NFAA and a current resident of Oregon at the time of the
tournament. All competitors must be prepared to show proof of membership and
residence.
Section 4. Tournament Secretaries.
3(a) The Executive Board may appoint one or more Tournament Secretaries in
charge of Registration and score tabulation at the OBH tournaments. A tournament
secretary shall receive compensation to be determined by the OBH Executive Board
for each Championship tournament.
3(b) A tournament secretary may manage more than one tournament and receive the
allotted monies.

(a) The 20 Pin program will be managed and pins awarded by the V.P. of
Tournaments in accordance with the OBH/NFAA. (see NFAA Bylaws)

Section 11. 10. Tournament Fees
(a) The balance sheet for each tournament will be presented to the OBH Executive
Board within 15 days of the completion of the tournament by the V.P. or
Tournaments.
(b) It is the responsibility of the OBH Executive Board to manage the Tournament
Program in order to ensure the program operates with a modest profit, ensuring
the perpetuation of the Program and OBH.
FG Proposal #8-
Submitted by NFAA/OBH constitution committee consisting of Buck Kelty, George
Johnson, Don Mendez, Linda Maxson and technical advisor Mike Thomas, OBH's NFAA
Director. These changes are recommended by the NFAA Director.
Whereas, OBH's NFAA Director has informed OBH that some of their By-laws and
tournament rules are not in compliance with NFAA rules
Therefore Be It Proposed that the entire body meeting in Bend, OR for the
annual Field Governors meeting on Feb. 24, 2013 act upon the following changes:
General Tournament Rules
NFAA has a rule that the state must offer one indoor tournament and one outdoor
tournament and if no one can host a State Field tournament then the 3D outdoor
tournament may be used.
(2) which now reads: The Championship Tournaments shall follow NFAA rules,
age divisions and shooting styles unless otherwise stated in the rules for the
specific tournament (such as the 3-D Tournament).
Add to (such as the 3-D Tournament unless the 3-D Tournament is used in place of
State Field for that year then NFAA rules shall apply for the 3-D Tournament for
that year only.)
(3) which now reads: All competitors competing for awards must have a current
membership in good standing with OBH and the National Field Archers Association
(NFAA), except the 3-D Championship. There are no residency requirements for any
tournament.
Change to read: All competitors competing for awards must have a current
membership in good standing with OBH and the National Field Archers Association
(NFAA), except the 3-D Championship unless the 3-D Tournament is used in place
of State Field for that year then NFAA membership is required. You must be a
resident of the State of Oregon to compete for awards.
(10) which now reads: There shall be a guest division for any non-members of
OBH/NFAA, paying normal registration fees and not competing for any awards.
Change to read: There shall be 2 guest divisions paying normal registration
fees neither of whom may compete for awards. A guest competitor shall be a NFAA
member from another state. A guest participant refers to non-NFAA/OBH members.
Protest rule:
(12) which now reads: Decisions of the target captain are final unless
followed by submission of written protest to the OBH Tournament Director within
45 minutes upon completion of the last competitive shooter. The Director plus
two appointed members will review the protest and $50 fee must accompany the
written protest, which will be refunded if the protest is upheld. The Director,
plus two appointed members will review the protest and a decision will be made
at that time.
Change to read: Protests arising at tournaments will be discussed and ruled
upon by a committee consisting of the Tournament Director and two appointed
NFAA/ OBH members. A list of the members of this committee shall be posted in
public view. Protests must be submitted in writing to the Tournament Director
within 1 hour after the end of the day's shooting or, if indoors, the end of the
line on which alleged offense occurred along with a $50 fee which will be
refunded if the protest is upheld. The Tournament Director plus the two
appointed members will review the protest and a decision will be at that time.
No protest that is filed after the time limit will be considered or acted upon.
111 OBH INDOOR CHAMPIONSHIP TOURNAMENT
(1) Requirements to hold the tournament shall be:
i. reads A heated range.
Change to read: A heated range, an inspected and approved range, chartered
with NFAA/OBH and shall have liability insurance equal to or greater than NFAA.
Because NFAA requires the state to hold one indoor and one outdoor tournament
once a year Delete from the By-laws Art XII, sec. 12.02 c which reads: If a bid
is not received for one of the Championship tournaments within a reasonable time
to host the tournament, the said tournament will not be held that year only.
Because NFAA requires that we use official NFAA animal targets Delete from
the tournament rules #15 which reads: OBH will not use any paper, cardboard,
flat or 3-D targets of any animal on the Federal or State government threatened
or endangered species list. Also delete from the Policy Page # 7 which basically
states the same idea.
